In my opinion, these are the animals the following Batman villains would be mutated into:
Hugo Strange- Mutant Chicken or Mutant Chimpanzee
Killer Croc- Mutant Crocodile (obviously)
Zsasz- Mutant Rat
Deadshot- Mutant Horse or Mutant Eagle

Honestly with Croc it would probably just make him even bigger and magnify his reptilian features (give him a snout, a tail, etc.)

Okay, I understand how most of these came to pass.
In many continuities Mr. Freeze has polar bears for pets so that's how he got exposed to polar bear DNA.
Bane is from South America, so at some point he must've come in contact with a jaguar.
Scarecrow's costume probably used to be a real scarecrow, so it's probably come in contact with thousands of crows.Β
Poison Ivy was already a plant mutant to begin with, so the ooze just took it to the next level.
Harley spends a lot of time with Bud and Lou, so that's a no brainer.Β
But why is Two-Face a cat? I don't remember him ever having one in the comics or any of the cartoons. Did he get scratched by one in an alley just before he got arrested?Β
And more importantly, how did Joker become a cobra? I mean I get why, it makes sense thematically; Joker Venom = Cobra Venom. But when did he come in contact with a cobra? What, in anticipation of getting the ooze from Ra's in exchange for his Joker Venom Formula did he purposefully inject himself with cobra blood?
