Well, in answer to the question posed by the title, yes. But, to the art itself:
What stands out to me about this piece, and what I think its strength is, is your choice of colors and styling. Whereas most of the artwork I've seen of Joy features her either goofing off, or forcing a group hug, or forcing a smile onto Sadness, your artwork here is simply a drawing of Joy by herself, offering a hug, which - of course - is unique in that I can honestly say not a single other piece of fanart has chosen that as its subject.
Furthermore, the colors, as I previously mentioned are nice. I see you opted to go with a "human" skin tone for Joy here, rather than her fuzzy, yellow-golden glow that she has in the movie. Normally I'd find such a change unusual, but here? It works. It works fantastically, as it makes the character look more human (naturally), and - by extension - more relatable... and hug-able, heh. It also makes the rosy cheeks stand out nicely, something I think wouldn't be able to be accomplished were you using her default fuzzy-yellow texture.
In short, this is an adorable piece of fanart that - while not particularly elaborate or intrinsically different - stands out on its own thanks to creative choices you made as the artist, and that is what makes it work.

You drew wonderfully as always! However my only issue is that she seems a bit, crazed. I don't know. Something about her just seems off. But otherwise she looks great the way you drew her

I think it's in the eyes. The left one is squinted and the right one wide open. The combination of these reminds me a little of having a face spasm.
