First, let me give you a warning that I've been watching a series of hilarious video game reviews called "Zero Punctuation" on YouTube where the reviewer (Yahtzee) is incredibly crass, so my critique may come off as mean. That's unintentional.
I really like this image. Your ability to do Disney style is constantly improving, and this may be your best yet. From the looks of it, you did this image in particular using vectors, which is honestly the best way to do single/poster pictures, so I applaud that. This woman definitely looks like she walked (or swam) right out of the Little Mermaid movie, thus your technique was well-chosen.
That said, I have a few gripes. First and foremost: that errant pinky. Pinkies...can't actually do that. In this case she looks like she has a broken finger, which takes away from the overall composition. Easy rule of thumb is that while it's very Disney-esque and visually pleasing to draw fingers in dainty one-bend poses like that, in real life fingers just don't do that (in a relaxed pose). It drops the picture from "looks nice" to "threatening to jump into the Uncanny Valley", and the Uncanny Valley is something you want to avoid at all costs.
Her right hand, for example, is something of a mismatch in position. Two fingers have two bends, two fingers have one. Ironically, this is one of few hand positions in which the one-bend finger pose actually works, yet you chose to go with double-bend fingers...and at an every-other pace, as well. It just ends up making both hands look awkward. Which, granted, is bound to happen, as our hands ARE the most difficult thing to draw.
The face is perfect and the hair is my favorite part, if not for one thing: the way the hair ends. In water, hair doesn't hold together like that. Again, this is a Disney-themed image, so you have to expect Disney style. But this is also a POSTER image, so you thereby expect better than what you get from screenshots of the movies. This is one place where breaking out the tablet would've served you well, adding in some loose hairs or strands. Without enough movement to the hair, mermaids inevitably look like people posing for photoshoots who've been photoshopped into a watery background, which just ends up breaking the immersion.
I love the incredible detail in the hair. It just feels like you got bored and ended it before you were actually done with it. And the flower crown is great except that the orange flower clashes with the hair. Change that color to something more flattering and it'd be perfect.
The background is also less than appealing, but this is because all of it looks unfocused, which only reinforces that whole "photoshopped-in" feel. If the foreground were in focus as the mermaid is, it'd be perfect. As it is, it's obvious that nobody just stumbled upon this mermaid whilst deep-sea diving and snapped a picture. No, this lady was sitting in a photo studio in front of a green curtain.
The bubbles break the composition as well, because while they do add to the underwater feel, they're too uniform and harmonious to be believable. I'm convinced some of them are copy/pasted and rearranged slightly. Not to mention they're all of relatively the same sizes, in perfect focus, and only directly around the mermaid herself. It just doesn't feel real.
And I know most of these little gripes are things that can be written off because I keep using words like "real" and "immersion" and acting like I'm viewing this as a photo instead of a drawing, but that's kind of the point, isn't it? To make something that's obviously Disney and cartoonish, yet be able to see it as something "real"? I was tempted to get into my smaller gripes about her tail, but honestly mermaid anatomy is anybody's guess until they crawl out from the deeps and show us how they actually work, so meh. The tail doesn't match the fringe at the waist and is solid instead of see-through (as you'd expect), but like I said, who knows how it actually works? It still looks good, regardless.
I ranked originality pretty low because "mermaid sitting on a rock and smiling at the camera" is a very well-used and popular theme. Still pretty; not very original. But then I guess there's only so much you can do with a mermaid. XD
As a parting note: look again at her shoulder.
