[Short Bio]
Alias: "Blake Belladonna" a war orphan who was raised by an older veteran "White Fang" soldier only name "Adam" who she calls him "brother". She undergoes an illegal enhancement to make one of the Fang's child soldiers even after the "Three-way war" ended. She was later on the run after a botch mission which result many casualties. Coming to the terms of her identity as about who she is and afraid who she really was and about to be.

The Bio says that Blake's body has been given upgrades that are illegal, what makes it illegal when compared to the technology used for Yang and Penny in this AU?

The upgrades were given illegal by "White Fang" as a desperate after the war which cost many lives. Worst of all is that she was a few years under 17-18 requirement when she was given and so were the other kids without the official authorized consent.

Since for those who under the age requirement, it's very different than those who met the requirement. Those enhancements were developed as the kids grow up, making it bit more powerful and dangerous. However, it's more dangerous for them to upgrade it early and illegally since all that power would likely to go unstable dreadfully .

And it would be safe to assume that the enhancements can't handle a growing
body well.

It depends on what kid's body can handle. Blake can handle just fine, but in the end she been "cheated" out.
