to those unfamiliar with BlazBlue that's pretty much how Jin acts ingame. Poor Ragna, I wonder what's worse; having a brother whose trying to kill you or having a brother whose got some kind of weird incest-y obsession with you? Oh well, both combined results in some pretty insane crack 
((Personally, what adds to the creepy for me is how he seems to be sane when talking to anyone other than Noel or Ragna :/ Sure an asshole but still sane, then one of the two comes a long and instantly Psycho Jin pops out))
