Thanks! The neon lights are a fairly simple thing.
You could either use the PBR Shader with transmission on 1, or use a glass shader.
Then plug in the image texture into emission shader, which is then connected to the volume socket of the material output node.
Keep the roughness to 0 or near 0, and the bump settings should be kept low, say around 0.05.
There's enough lights to turn this into a 2 hour plus render at this angle. When I placed the camera near the jukebox, it turned into a 7 hour render.
