Description Societies: Soldien

The Soldiens are best described as authoritative, stalwart, and occupied with order and law; they are the wolf race, one of the major powers and possess more planets and systems than any other galactic power. The Soldiens primary engage in large-scale industrial activity such as production and logistics, their main goal is to bring every society into a just and balanced order under the law.

The Soldiens are one of the physically larger races, with statures and weight averages greater than most other races. Their home planet is Soldien Prime, a large terrestrial planet featuring vast conifer forests, rugged mountains, and cold climates with harsh storms.

The Soldien government is a one party system that oversees the creation and enforcement of laws, the maintenance of large-scale public works, and the training, maintenance, and command of its sizable armed forces. Most of these functions are overseen by “Party government” cooperatives that function very similar to their non-government counter-parts (more on that later), the main exception being that government cooperatives don’t have to exchange goods/services for resources to other cooperatives, rather they operate under a mandate that allows them to draw a  “resource levy” from non-government cooperatives.

The main law enforcement body is the Customs/Production Enforcement (CP-E) cooperative, which ensures that other cooperatives maintain party mandates and follow proper resource exchange calculations; CP-E also maintains police garrisons that both protect Soldien citizens from violence and quell civil unrest when required.

The Soldien Sovereignty Union Defence (SSUD) cooperative is the primary military organization which enforces and maintains Soldien interests both in and out of Soldien space. All Soldien citizens who volunteer for service have to undergo a civil service exam; those who are eligible for military service must undergo a lengthy training program to prepare them for the rigors of terrestrial and space combat. The SSUD (or Union military as its often called) is well known for using heavily armored vehicles, heavy infantry armed with automatic rifles and light machine guns, and long range terrestrial and space based artillery bombardment. This makes them a highly effective force capable of large scale frontal assaults and sweeping planetary invasions; however they often have difficulty dealing with the subtleties of high tech and informational warfare, which they are not as well suited towards. The Union military is likely the largest force in terms of manpower and modern ships, though projections often level their capacity as equal to the Volterrans due to the Volterrans extensive use of robotic and drone platforms, and slightly inferior to the Draconic military due to the advantages gained from the Dragons extensive use of genetic engineering and devastating large scale energy weapons platforms.

The Soldien government is overseen by a single political party that creates party mandates for the cooperatives to follow and sets the law which rules over the matters that affect ordinary Soldiens on a day-to-day basis. In order to be eligible for Party government a Soldien must test into the top 5% of civil service applications, this is meant to lessen instances of nepotism and corruption in appointments of new officials. The main assembly is where Party officials debate matters of the Soldien state and set new laws and mandates; typically there’s some review by other cooperatives in this process, but often once something is set it becomes difficult to overturn without considerable resistance from cooperatives and the common people. Most Soldiens typically respect and observe the laws and mandates passed down from the Party assembly, and see the central government as a worthwhile institution that advances the interests of the common people. However, Soldiens have regarded certain party individuals with distrust and contempt, particularly if it comes to light that they use their connections to gain luxuries outside the reach of common Soldiens; if an individual attracts enough ire they are often exiled or executed by the party assembly for the “good” of the government, though this only occurs in extreme cases.

The Soldien economy is based around the intuition of “Cooperatives”, large scale collective organizations that fulfill various roles in the Soldien economy and operate by trading labor for resources.
Formerly the Soldien economy was one of total state control of major assets and operated via central planning; however, various problems emerged from the ever expanding bureaucracy and the inefficiency that typically comes with it, worse the central governments planning targets sometimes fell woefully short of actual needs causing short falls, famines, and widespread civil unrest. Reform came in the form of a charismatic party individual who proposed that the functions of the economy be broken into sub groups separate from the government for more efficient management. These “cooperatives” as they came to be known would legally hold, maintain, and expand their productive assets using their own pool of resources and would provide what workers needed (Food, water, medicine, clothing, medicine, commodities) in return for their labor or organizational input; to maintain parity between different cooperatives each was required to provide the same level of housing, medical, and schooling facilities for their members, which would be reviewed yearly by party officials for quality. To facilitate greater cohesion the value of any product a cooperative could produce were based upon the required resource and labor inputs, this would set the relative value of exchange between other cooperatives for raw materials or finished goods (depending on where they were on the production chain). This input value helps determine how many employees a cooperative ought to have, as well as whether their productive capacity should be expanding or retracting.

Despite the rather impressive productive capabilities of Soldien society the lives of its individual members can often be dreary and mundane; the work environments of cooperatives tend to be very colorless and drab and often task their members with repetitive jobs that could easily be automated (but aren’t for the sake of avoiding unemployment). Soldien media is often filled with production reports, announcements of party mandates, instructional videos, and the occasional athletic exhibition at cultural events. The only real fun most Soldiens have is in the common areas provided by each cooperative to foster group cohesion and community building. These areas often serve alcoholic beverages and freshly prepared food to all in attendance; throughout the year there are also feasts, songs, rituals, and dances based on pre-industrial Soldien folklore. Most celebrations established after the Soldien industrial period feature remembrances of important events and battles in Soldien history, and readings of Soldien literary classics, history, as well as offical party literature.

The Soldien economy doesn’t rely very heavily on exports or trade, and what little they do trade is often to gain hard currency in order to exchange for raw materials or fuel (Soldien currency can’t be exchanged outside their cooperative system). Typically Soldien exports take the form of industrial equipment, agricultural products, or their legendarily sturdy steel. The Soldiens are also seen transporting non-perishable freight for third parties in exchange for currency, as the Soldien distribution network is vast and well-staffed (though often slow and poorly equipped for sensitive cargoes). Despite their general aversion to trade, it is often joked the Soldiens are more than happy to “export their bureaucracy” as cooperatives are often seen operating in independent systems or territories overseen by the political coalition established at the end of the post war period. Admission into cooperatives is granted to any person in good standing with the Soldien government, but members are in return expected to abide by Soldien law, regardless of their original citizenship. Despite the drab and mundane nature of the cooperatives, every Soldien within the system has guaranteed employment and their basic needs taken care of; this often is an alluring prospect to populations suffering from poverty or on worlds lacking advanced infrastructure, for this reason the Soldiens have been seeing slowly increasing numbers of non Soldiens joining their cooperatives, increasing their combined resources as well as influence.

Soldien culture is based upon their ancient belief that their people once held god-like power over the elements and nature itself, creating a kingdom of awe that was a paradise for all who dwelt there, but that in their hubris they were one by one tricked by a deceptive spirit to relinquishing some of that power in order to prove themselves greater than their peers. It is said that their ancient predecessors, now robbed of the wisdom and power they once possessed, battled one another pointlessly and let the kingdom of awe fall to ruin as the details of their once proud legacy faded to the passing of time. Modern Soldiens believe that this is meant to illustrate that as individuals they allowed their passions to rule themselves, battling amongst themselves and losing everything, and only through solidarity and united purpose under the law will they one day restore their people to absolute greatness. Owing to this belief the Soldiens believe that if they stand as one and continue to work towards a combined purpose they may one day rebuild the kingdom of awe and regain command over the elements through industrial might. This often inspires almost divine reference to the law not only as an institution, but as an ideal for all Soldiens to ascribe to.

In recent years the Soldiens have had to contend with populist uprisings from the “Hurtken” colonists, who wish to be independent from the Soldien government and have no love for the laws and cooperatives that they see as stifling and oppressive. Worse yet, coalition nations are increasingly in ire of the Soldiens and Volterrans for not sharing technology gained from the defeated dragons at the end of the war; this being the main cause given for why the Soldien and Volterran economies continue to prosper while the other coalition nations are currently experiencing a post war depression. Regardless, the Soldiens continue to play a part in the shaping of the social and political climate of the galaxy, and may well intervene in the affairs of Korsun given the right pretext of restoring law and order or protecting Soldien sovereignty.

Nice and very well thought out backstory I must say!

And I also can say that this society actually have some nicely done "Soviet Union like" details. One party system and planned economy (party mandates in your veriant) are really Soviet things. Also cooperatives, industrial things. You captured all these details very well, and I could immediately understand the connection with the Soviet Union. And you mentioned "colorless work" in this text. Surprisingly this is how I sometimes imagined work in the Soviet Union – something colorless and monotonous I don't know is it true or not, though, since I didn't live in the Soviet Union. News with achievements and plans is the nice detail too, as I know this is actually true. The text really has some "soviet atmosphere". I can see that you did a good research before you wrote this backstory! I can't see anything wrong or odd here, the text is nicely written and interesting to read.

I've read up on the Soviet Union a few times and made sure to double check certain points before including them as part of this back-story entry. (for example I had to amend the part about their currency since it turned out that under the Soviet Union there wasn't a lot of foreign trade and their currency wasn't often used outside their territory). Basically I was striving to make the description interesting without it coming across as Russia bashing or anything.

The cooperatives are actually partially based on an organization on Bangladesh called B.R.A.C (No I didn't name my character after that by the way), which provided employment to its members while also helping to provide them with schooling and medicine; the novelty of it is that it combines some elements of socialism with the decentralized nature of NGO's so I figured it would make an interesting feature for the Soldiens and one that fits their futuristic socialism style society well. (it's also a non goverment organization too, which I found interesting since it serves a lot of government functions to the population areas where it operates).

Anyway, glad it was interesting and seemed to have the right feel to it. I want to make the different societies in the back-story interesting and I feel a good way to do that is by making them reminiscent of interesting points in our own history with some slight changes so it's different enough to be unique.

Thanks! I'm glad you appreciate the blending of different aspects; the belief lore was the only thing I was still kinda shaky on, but I kinda figured it needed to reinforce a strong belief in solidarity over individualism, and yet still have that yearning to build a greater sort of society on earth (hence the kingdom of awe). If I think of any better ways to word it or a more interesting means to convey it I may retype certain things.

I think the Volterrans will turn out more interesting because for them I kinda wanted to combine sort of modern capitalism with Roman cultural and political systems, to kinda have norms and beliefs that seem more in line with how corporations and their advocates seem to go about things (that is a belief that fortune favors the bold, and the strong winning out against their competitors, that sorta thing). I also kinda included some bits about the gender balance since real life lions have many females to one male, I thought a society dealing with that innate imbalance would be interesting to see.
