Well according to bulbapedia, the pokemon wiki, Cresselia always comes in female, but if the artist wants to have a male Cresselia, I don't think see the problem in that. After all, in NoneToon's universe a legendary is rarely born and is often chosen or finds the item that's linked to the legendary in question. So there's nothing really stopping a guy from becoming the next Cresselia or a girl becoming the next Latios. Plus it just makes it more fun when you make a male version of usually female character every now and then.
