How do you do digital art like this because i would really like to learn?

First you need a program like Photoshop, Paint is also ok but not very good. Beginners usually take GIMP. Then you can do a sketch with pencil, scan it and color it with the program. A tablet can be very very useful then. Add shading in a new layer, some highlights, backgrounds and finished!
