International politics blah blah.Arnook is not quite ready for a global interconnected world.
He'll adapt in time.
Can't fault his memory- he remembers something Zhao said waaaaayyyyy back in part 1.

Rough pencils. Grey shading, lettering and word balloons done in Photoshop
These pages done for fun, and also as a good exercise in storytelling and planning on such a long scale, which I had not really done before.
I am not planning on inking, cleaning more or coloring them. I simply do not have the time.
The Avatar universe belongs to Mike, Bryan, Nickelodeon-Viacom-MTV.
All the characters belong to them, but a few of the extras are my own creation.

earth kingdom doesn't really need airships - a way to keep the balance of power is a anti-aircraft defense system and a standing navy that can obliterate the fire navy at a moment's notice. :3

Until they can devise a proper anti aircraft system, they'll ask for something that will at least allow them to fight on the same level as Azula (and the fire nation).
Navy they can build themselves. They'll just need the steam engine technology.

No biplanes...put Katara on Appa though, that works well.
In any case, if they bring catapults, they can chuck fire and boulders at each other. Like sea battles in the air.

but the recoil from ONE of those machines would compromise the aerodynamic stability of the zepplin. you'd need more like... crossbows. BIG crossbows (but not too big). Mmmmmm, crossbows...
still say developing smaller craft that could exploit the vulnerabilities of massive zepplins would be the smart (and less expensive) way to go. :3
argh, see, this is what your story did - i'm seriously trying to engineer a "smart" zepplin or water/earthbending-based AAA!
