Firefly is a B-lister Batman villain. Real name Garfield Lynns, he was originally a pyrotechnician with, y'know, pyromania. And then he dons this flight suit based on a firefly and starts burning stuff up because Batman villains are literally insane. Firefly stars in the relatively-recent game Arkham Origins, but this artwork is based on his traditional comic-book appearance.No, Firefly can't really control fire. His fist is on fire because it's just cooler that way.
