Adding tears is simple. Just experiment around with the "Burn" and "Dodge" tools.
Dodge = Make stuff brighter
Burn = Make stuff darker

The image isn't me. It is a picture I found whilst browsing the internet. I just made it black and white, contrasted it, added tears and made her look really unhappy. It fits my mood at the moment
