OK, as an Instant I assume it does not remain in play. This might be at odds with its own effect if played at the wrong time. Also, tapping four lands (converted Mana cost) must be to perform the effect at the bottom of the card?
I think the "Crisis" ability is good, but the wording on this card is a bit confusing. I also think this card would make more sense if it were an Enchantment that could be triggered at any time it is needed just by meeting the requirements of the cost. To my way of thinking keeping it in play unless you choose to play it without meeting the cost, is a awy to make it both an instant as well as an enchantment.
Example:
Crisis (You may play this card at any time without paying its mana cost. If you do, this card is an instant rather than an enchantment.
At the beginning of your next draw step tap X lands where X is equal to this card's converted mana cost. They do not untap during your next untap step.)
In the next paragraph you provide the effect caused by the tapping of lands in this way. This would also fit the name of the card, because salvation can be a one time or an ongoing trigger-able effect depending on how it is played.
