I thought Katara was... it's hard to tell because in the flashback to their mother's death they look about the same age.

Sokka is actually a year older than Katara
you'd think that Sokka is younger cuz he doesn't remember his mothers face anymore (he said that in the runaway ep) but after you see southern raiders u realize that Katara must've been traumatized, she saw her mothers dead body

It might also have something to do with the fact that Sokka has Katara as a mother figure but she doesn't, thus Sokka only remembers Katara while Katara has no one else to remember.
I still can't help but think of Sokka as a younger brother, he just ACTS like one!
