to inform you about the blue hair, in sims 3 you can choose colours yourself.
you have 4 channels you can colour:
1. original hair colour (this will be the colour you'll see the most.)
2. highlights
3. tips of the hair
4. where he hair starts (this will also be the eyebrow colour but of course that is changeable to in the eyebrow menu)
I think the hair can be downloaded on www.modthesims2.com
I believe it was raonjenna's work and there should also be a sims 2 version since it was converted to sims 3
try raonjenna's website, just look for it on google

Oh thank you <3 Though, it's odd because when I do download it and open the file with the Sims 3 launcher, the hairstyle isn't there at all. And I tried to copy and paste the file into the sims 3 downloads file. Do you know what might be wrong, possibly?

it might be a package file... it's a type of file that can not be opened with the sims 3 launcher...

from this I learned everything, read through it carefully and check if your game is updated and which version cause with version 1.12 and up the place you have to save files is different.

www.peggyzone.com has a lot of beautiful hair and other stuff for the sims 2 and 3 but most of it is donation downloads
paysites.mustbedestroyed.org , if you click on the 'nothind illegal here, nope etc.' link you will come in a menu were there are sims 2 and 3 downloads which are from donation sites... only these are for free here 
www.rosesims2.net also a donation section which can be downloaded for free at paysites.mustbedestroyed.org 
www.xmsims.com is a free website with lots of nice hair and also a section for other people than the creator of the website to place their work
www.stylistsims.net makes beautiful furniture but also this website has some donation rooms... but of course these can also be found at paysites.mustbedestroyed.org
www.thesimsresource.com also has some kind of donation file stuf, these can be found under 'TSR' at paysites.mustbedestroyed.org and then the name of the creator

Actually, the funny thing is, I played the Sims 2 double deluxe instead of the Sims 3 and I saw that on one of my families that I had created and sort of forgot about had that same haircut as Sonic does but it was all black. I love it and I completely forgot where I had gotten it from, but I think I got it from the Sims 2 website. But thank you for your help it was very...helpful? XD At least I have it on one of my games.
