For the dog, I feel like she's just more jealous that I'm paying attention to the cats. If I (I specifically) am on the ground, petting a cat, the dog will jump up very quickly and come running over. Each time, catching the cats off guard, so they frighteningly run away.

Oh yes animals can be very jealous creatures. Especially cats. You have to have more then two hands
