They're two characters in his Jimmy Two Shoes fanfic 'Hostile Rising'. Thought they were pretty cool, so I ended up drawing them. c:
Dark Saffi is actually the same Saffi in the cartoon show and Madame Bouffant was an unused super-villain for the episode 'The Terrific Trio'.
