Usually I select the outside of the lineart, invert it, then use this "Increment" thing
But since it was a scanned picture, I used "Grow" on Gimp

Select around the lineart and in the selection tab theres this thing called Increment and click it as many times as you want and you get a line around it! Make a layer underneath the coloring of your character and fill the selection with any color c:
