Indeed you've spotted one! While her callousness, ruthlessness and expertise in weaponry embody the very essence of Shinra's corporate domination ambitions, I think Scarlet makes a perfect foil for Tifa despite their drastic differences in physical ability. Shame those two never finished their fight. Its probably for the best though, poor Scarlet would eventually have been belted into next week imo.
