Ultimately decided that it would be better if All Might completely lost his powers, so for the time being All Might is still retired. I'm not exactly in a rush to find a way he gets them back either.

This done because -

1. Gives Katsuki another thing that ultimately speeds up his redemption arc.
2. Having All Might continue to be a hero would ultimately take away Endeavor's big character arc. And while I have...iffy feelings on Endeavor I don't think it'll be right to take away his character development.

Some more detail on Katsuki's talk with Damian, going over him blaming himself over All Might retiring and this guilt getting even worse when he failed to take on Scarecrow on his own and had to be saved yet again.
