Ian is hiding something from Taka. It's a plaque made by Ian telling him that despite his own hard childhood, he stayed positive and strived to be a diligent hard worker, and that despite being a little annoying, he should continue working hard and don't let a mistake, even a minor one, emotionally cripple him.

Yeah. Ian was actually surprised that despite all the hardships Taka went through, Kiyotaka is still a wide-eyed idealist and striving hardworker. Though annoyed by Taka's overbearing personality, Ian was impressed by Kiyotaka's determination and decided to give him a plaque on his birthday.
