Before I begin, I'll just say that everything I say here is not meant to be taken personally. Critiques are meant to help you improve. I personally believe criticism is meant to be treated like gum - chew on it for awhile, take what you can, and then leave it.
I'll be going over three sections here: Anatomy, Shading, Colours, Effects, and the BG.
Anatomy:
I'll just say that your anatomy here is absolutely outstanding! Many artists have a hard time sticking to the skeleton of a species, but you have managed to surpass this. The dragon wings are in the proper spot on the back, as are the front legs, and head.
However, my only issue with your anatomy here is the ears. Think about the structure of animals. Do they have bones in their ears? If not, wouldn't the force of 9.8 m/s/s cause them to waver in a different way than they would normally?
Shading:
Your shading here is great! I personally love it, and how you especially left out shadows in a scene like this (That annoys me to no end when people use environmental shading incorrectly...) Everything looks darkened appropriately. 10/10 here!
Colours:
As I don't know your character, there's not much I can say here as to what is wrong and right. However, keep in mind that clouds are made of water- therefore making the fur moist. Would this change the colors slightly?
Effects:
Here I'm just going to comment briefly on your fur placement. The fur on top of the head is very nicely placed and is probably the most noticeable thing about this piece. However, you did not apply your other laws of physics here!
As you have shown, your fur can fly upwards. However, the fur on the back end should by no means be sticking out.

BG:
Your background here is done quiet nicely, as well as the wind effects. Though, I think you would've benefited by turning the opacity up and size on your brush down. Generally in cartoons, bold lines are made to show the reader motion. A few small lines here and there might've helped.
The border around your picture also looks great! Very nice touch!
