They are transparent frills, here is the species description of the frills <3 Arlo is a male
They have flashy, transparent frills below their ears, on their shoulders, and at the base of their tails. Male tend to have larger, more showy frills- typically they have eight on their back- one small and three large on each sides. Females have four equally sized frills on each side of their shoulders. Both males and females have three frills on each side of their face, except males facial frills are larger. Male tails have three small frills and one large swooping frill on each side. Females have three small frills and one large frill on each side of their tails. These frills serve no purpose other than to show off. Male frills tend to be more vibrant and colorful than female frills, and sometimes female frills are entirely transparent and lacking of color. Generally, female frills are only colored on the tips.
