meta's way more stronger and possibly more durable,but we all know he has trouble against speedy and agile opponents like Neo,so idk

I'd say Neo. She's smaller and harder to hit, she can disappear in a flash and she messes with your head. Plus she was able to knock out Yang, by hardly doing any real damage to her, perfectly countering her semblance. Plus, she's smarter than the Meta who is essentially a brute
