It was just a splatter brush, I think. Set small and on scatter. c:

I just used a brush consisting of a few different sized dots - something like the first three brushes here [link] - set on 'scatter' and used a reference photo of a sabino horse to make sure it looked realistic enough. c:
Very simple, but it takes a few tries to get it looking right.

I actually painted the hooves in this one, so I just added the shine manually with a light colour and small hard brush. And I probably sharpened them a bit, to make the shine stand out more. c:
