It's Jungle Heart's boyfriend, Wildlife, and as you can see, he's dressed for a party, and he's feeling down.
FlashLightIsTheBEST and I used this base, created by KatNekoBase .

I provided the colt, Wildlife, and she provided the young filly, Cloudy Pastel.
The scene is about Wildlife feeling down, because all he knows, is that Jungle Heart isn't at the party, but he doesn't know why. So, Cloudy Pastel tries to share him up.
Well, in a continuation that I came up with, when I saw the finished drawing, I could see Jungle Heart come swinging in, like the pony Tarzan she is, and apologising for being late, and they spend the rest of the night dancing, even after the party is over. Aww… That's love for you.

Wildlife: Timberwolves? There?!

Wildlife: And judging from your dress, it seems like you gave those wolves a hard fight.
Jungle Heart: "looks at her torn dress" Oh, no. If those timberwolves didn't kill me, then Starsong will, when she sees this.
