I use Adobe Illustrator CS6.
You can do it with Inkscape too, a free vector drawing software

I have been trying to use Adobe Illustrator CS6 as well, but its pen tool,
which I use to trace the picture, won't act as I want it and won't carry on its task as well as in Photoshop CS5.
Well I reckon I need more practice on handling Illustrator.
