Just fooling around with the ideas in my head... And.. what if Rouge was part Voxai from Sonic chronicals? They have telekinesis, and mind powers, similar to Silver, which could be another theory on how he got his powers... Maybe Rouge's father was a Voxai and left? Rouge does speak about her mother in chronicles, maybe from seeing the area she... grew up? XD
What am I saying? This is insane!.... but could be real.... >:3

So, Silver's power must be from Rouge, enhanced by Shadow's chaos energy and his rings! The reason for Rouge not having power might be from only being half VoxaiΒ , but once Silver had the genetics of another alien species with telepathy, his power was triggered!
Drawing Rouge is kinda fun...
