Actually Teddy wasn't going to be a girl exactly; he was going to be genderqueer and give Billy "oh-god-my-girlfriend-is-sometimes-a-dude-am-I-gay" headaches, which ... man I am kind of in two minds about that, because there are like NO genderqueer characters in comics EVER, but at the same time I know it would've been difficult to handle their relationship if it had been that way without it taking up all the space in the entire comic, and everything was crammed in really tight in YA 1-12 anyway ... Not to say I don't like Teddy the way he is, mind, because I really do!

I thought Billy was still supposed to be gay and have "oh-god-my-boyfriend-is-sometimes-a-girl-am-I-straight" headaches. (Sorry to steal your words, but it describes it so well.) I already see some fans of the series complain that they "play the gay card" too often. Imagine what they'd do with that kind of drama going on.

Yeah XD Xavin hadn't appeared yet when Heinberg was proposing this; I guess he and Brian K Vaughan had similar ideas at the same time. Maybe that was part of why he wound up changing it? WHO KNOWS
Either way I was v. disappointed in how Xavin's gender wound up being handled, and from the way Heinberg's plans for Billy and Teddy were laid out it looked like it might have been less facedesk-inducing than what ended up happening to Xavin.
