first step
use a hard round brush size 3 draw hair one by one then duplicate the layer 2 or 3 times as you like it
second step
now make a new layer and put it under all the above layers now with this new layer just paint around the mouth with this color 855C48 or take the color from the skin tone now go to
filter - noise- add noise - amount 130.62 and gaussian
filter - blur - radial blur - amount 3 or 2 - zoom - good
change this layer to multiply /fill 60% or as you like it
for the beard just the second step as above then with the eraser burn brush try to remove the hair from above (I mean around the cheek)
