You break the copyright rules when you draw over artwork to create an  "oc"

if you want to be here legally
Use bases. and when you use a base
Link the creator

Such as

And add the link to the base for example:

I didn't think that that was illegal
And my works are not just copies...
I draw a lot of things on my own...

This is a Redraw, this is perfectly fine because its their own art and they credit
Steven&Connie~Steven Universe


Drawing on top of an offical screenshot is an edit and is not allowed because you are 
recoloring- recoloring is theft.

If you draw things on your own that is fine.

I m not recoloring. I draw another background, another clothes and eyes, and added more details which were not on the screenshot(you can see that on it orumaiti-chan.deviantart.com/a… )

thats editing....  you are copying the famous pose of sakura haruno you failed to credit naruto or link the screenshot in which pose you "redrew"
You need to credit.
BTW Redrawing is just redrawing the same scene + same character.....

you did not draw another bg its the same one from the screenshot of sakura punching-
