He is an alternate timeline/dimension of Lord X where he manifests in the actual sonic universe instead of a sonic game.
So sonic isn't just a piece of fiction created by humans for him

He also has an obsession with sonic and wants to act as a sonic villain like mephiles or infinite because he thinks it will be fun. His world now looks like a post apocalyptic version of mobius filled with horrific creations of X and ruins of mobian civilization that used to be there. All surviving mobians have to hide while X is active or they will be raptured. and well, they are all stuggling to survive now that most of the freedom fighters are dead.
