Well, if Discovery is to be believed, they had some form of matter synthesis even before TOS, so I guess Kirk could just have had the ship produce a new shirt any time one got shredded in a fight with a Gorn or whatever.

That's true. I can't remember if i ever saw the matter synthesiser in the original show.

We didn't.  Nor did we ever see holo-communicators on the Enterprise, and it seemed like they weren't introduced until the DS9 era, but now it seems that apparently they were around at least ten years before Kirk.  Quite a bit of the tech on Discovery looks more advanced that what we saw on TOS.
