"they see me rolling, they hating" they see me driving and they hate that I'm on the street. "trying to catch me riding dirty" the cops want to catch me doing something wrong so they can arrest me. Thats basically what the chorus means. though the poster was more in regards to the idea of Ozai pipmping as the Phoenix King.
