Update:-Centered the center mask
-Upped the opacity on corner masks
-Ruled the border
Figured I should probably make it more professional since I'm turning it in as a project. Keyphrase that would go with it is "Attention to Detail." I suck with attention to detail though, but I need to do it so I don't have to go back threw like I just did...

I used photoshop
First i made a cutout of the gasmask. I tried to use the cutout effect, but that effect sucks. Then after i had my three colored cutout I just duplicated it changed the opacity. Layed down a white background, and then used the rough pastels effect.
