a fun fact I'd like to think about whenever a fight between these two is mentioned: There'd be an easy way for Lugia to win a battle without even using his signature attack.
Lure Ho-oh over the ocean, evade its attacks (Lugia's capable of doing so - very agile and fast), then grab Ho-oh, hold it and dive into water.
Lugia can swim and dive, its feathers are perfetly suitable for the depths of the ocean and the heights of the skies alike. Ho-oh's feathers however.....
