They seem to be special usernames/accounts, identified by having the letters plz on the end - these plz accounts appear to have been created so that people can use the avatars as extra icons to play with (there are other plz accounts that are not seasonal but have practical uses as well). To display them you just add the usual code for a user avatar.
Two seasonal avatars I happen to have found and learned are christmastreeplz and mistletoeplz which display like this:
