dunno how familiar you with Comic book lore. but there is a character in DC's universe named Harley Quinn who is the "girlfriend" of the Joker...
Many do cosplay and there is tons of art based on her. actually that character is quite popular. The reason I bore you with such minutia is that this piece strikes me as something that "fits" in genre as say that character pre Joker.

I am familiar to the name and some of the artwork and cosplay here, but didn't know she was the Joker's girlfriend.
In creating this image I did look at makeup images for the Joker, but my inspiration came from an image of a very young child who haphazardly applied makeup to her face.
