It does seam to be the logical conclusion at first thought however their is one terrible flaw and that is the logistical problem of recourses mentioned. How would the city ever be able to build these internal walls and maintain their civilization taking into account that the walls are 50 meters high and . their for we must conclude that the more efficient way would have to secure the city would be to create a buffer wall with reinforced gatesΒ to prevent penetration by single strike.

Wonder if some sort of rotating wall system could be devised, whereby if one section of wall falls the hole can be moved away and replaced by fresh wall.
