I didn't work on it, I had the chance to visit the site with the World Student Environmental Network (WSEN)
That's an amazing project in partnership with students from Stellenbosch University.

The trick is to get some of this be used when people put up their shacks - that extra space for outside eves vs that much more space on the inside, etc. And to persuade folk to leave enough space between the shacks to run sewers/ water/ fire lanes/ ... But step by step, change will come. Not fast, but hopefully steady.
