The seasons of the show go by in years, and in season 1 he was twelve. At the end of season six he said he was 16, but he may have already turned 17 in season 7 without us knowing. And, judging from the 56 episodes of season 5 and the 43 episodes of season 6, as opposed to the 24 episodes in seasons 1-4, I think it's safe to assume that Finn will be 18 by the end of season 7 if it has more than 40 episodes.
