This is good character design and a good background. The background is not just plain white that tells us nothing about the subject.

What is your policy for drawing and not drawing cutie marks? This one doesn't have a cutie mark.

She is a pegasus who is named Star Shine. There are some stars in the picture, but what is so "Star" or "Shine" about her. Star Shine sounds like a name that is already a My Little Pony character, but I'm not sure if this is good or bad. It sounds easy to remember, but also a generic name.
