If you're using Paint tool SAI...
Select your lines in your lineart layer, click selection, then increment. Click increment as many times as you want for thicker lines!
then make a new layer under the colour layer and use the fill tool to fill the selection with any colour you want, like white.
It may seem a little complicated, but it's easy once you know!
