I think the underwater effect maybe lacks a bit of blurring, or bubbles, or maybe the reflection of the water on the PokΓ©mon's body... but that's just minor nitpicking. I love Buizel and I think you made a really god job!

Yeah, it did seem to be lacking something to make it look more underwater-ish XD I tried adding bubbles but they didn't look right each time I tried so I left it was it was XD

The lineart actually looks okay to me, for what you were going for, the back leg is a little too straight maybe. I like the coloring! It's really smooth and well shaded, gives a good modeling effect.
The thing that bugs me about this picture is actually the background. It looks like he is standing but he appears to be floating above the grass. The grass and sky also seem comparatively lackluster and rushed next to the character.

I see, sorry I misunderstood! Maybe if his fur rose up a little bit (as if it was floating too) or he was in a swimming pose it would look cleared.
