Your drawing is very well done and there are a lot of good things to say about it. For me, the face really stands out as a highlight of this illustration. The features have great proportions and everything is placed well. Your coloring also does a great service of showing the forms of the face, such as the eye sockets, cheeks, etc. I would also say that the hair adds a lot to the appeal as well. I love the hairstyle chosen - it's very flowing and frames the head nicely. All in all, wonderful job!
As far as what could be improved, I think there are two things that I would like to suggest.
The first would be inking. Throughout the drawing all the lines use mostly the same thickness and there is no variation. I would like to see you experiment more with line weighting. Try using thicker lines to outline big shapes and masses, things that are close to the viewer, etc. and use thinner lines for finer details and elements further back in space. I left a link to a drawing below to further explain what I mean. Also, even though the majority of the drawing is fabric, some of the lines are a bit wobbly. I'm sure this will naturally improve as you keep drawing and gain confidence, but it might be something worth putting some focused practicing into as well.
The second thing I would suggest is to pay a little more attention to form in the details. You have the bow on the back of her dress correctly moving back in perspective, but it looks a little a flat and lacks volume. I'm struggling with this also, so I don't really have much in the way of advice, but it's something I noticed. As well, some of the patterns on the dress do not follow the folds. For example, the white area directly to the left of your signature is just drawn as a straight line over the fold in the dress. The line under the fold for the that part should be moved down a bit to give the illusion that the top part of the dress is overlapping and flowing back in and around to the bottom part. Tough to explain in text, so I hope that makes sense.

Ill start off by saying that i love how you draw the fabric for the dress. You are very good with shading and details such as folds and wrinkles in the fabric. one thing that i think could make the dress even better is if you added some highlights like you did on the face and hair. I think that would help bring out your beautiful folds a lot better. another thing is that the proportions in the height of your character seem a bit off, as if she has too short of legs so if you could lengthen the dress then that would be able to fix the problem. You are very good at facial features, that's something that i know that i struggle with, and i really enjoy the look in her eyes. the hair has nice strands falling down and it looks very elegant and natural. I also think the circles in the background add a nice touch especially with the slight gradient you added too them. overall she is beautiful and with those slight adjustment you would be able to make her even better. Keep drawing and practicing and i think you will be able to make even bigger and more beautiful artwork. Colored pencils is one of my favorite mediums and i am happy to see someone else taking an interest in the same medium as i do.
