He's not. Basically it's because of the age rating. In japan smash has the lowest CERO rating (for all ages) and one of the first things the rating boards do when defining a game's age rating is go through the female characters and see if they show any panties. If they do, it's an instant bump up in the classification.
Mai's outfit is simply too revealing, and unlike Bayonetta, theres no way quick fix that would make her more appropriate without having to drastically redesign her.

I hadn't heard the full story yet. I didn't know "good boys and girls" was a mistranslation. I actually saw an interview where he agreed the CERO rating is ridiculous sometimes.

not really a mistranslation, is just that the Staff behind the camera laughed when he name dropped CERO, since the US doesn't have CERO, they chose to come up with a little joke for entertainment purposes.
This Isn't the first time he brings it up, back in 2015 he was interviewed about the development of Smash 4 and said that they had to revise Palutena and Wonder Pink's models a bunch of times because the first thing CERO asks when rating the game is to show them all models of female characters and look for panty shots. in the end he gave Palutena Shorts under her dress and made the panty part of Wonder Pink too dark to see anything.
If they gave him trouble for Palutena, it would be nigh impossible to implement Mai and keep the game CERO A.

it's a surprise this wasn't used as an excuse for bayonetta, her outfit is literally just her hair and it strips off when she uses her abilities.
While i could really care less about mai making it or not. I do find the excuse a lil hyporitical all things considered. Sadly it seems poor excuses are becomming common among nintendo developers...

the problem was never the bust size, it's the ammount of skin showing. Mai is basically wearing a loincloth so it would be impossible to have her in without drastically changing her outfit.

The real reason is that Nintendo wanted to keep the CERO A rating for the Japanese release. Otherwise, it would have dropped to a B or C.
(CERO is essentially the Japanese ESRB/PEGI)
