Here is more or less the story of this idea:

In WW2 Peggy Carter got captured by Hydra and was their first test subject for their new gamma pods, but the test went wrong and she transformed into a hulking, raging monster and destroyed the factory.

Eventually she was able to control her new powers and she became Brittany's greates weapon againts Hydra.
