ah but see she, Winry, she looks like if something really good did Edward... I want think that Edward maybe told her something beautiful... like if she is the mechanic more pretty... or that she is amazing or something.

Interpreting the title/artwork two ways:
-Yes they are babies. Absolutely precious golden children. 10/10 would recommend.
-They're announcing to everyone that she's pregnant and Ed's just grinning like, "That's right! I helped make that happen!" (With the addition of "Suck it, Mustang!" when they tell the peeps at Central HQ.)
