By the way..how is this done? At first I thought it was snow...Is this some kind of cam filter?

I used an infrared converted camera. If you are curious, take a look at r72 [link] , and of course I've got a ton of various kinds if IR work in my gallery.

Making IR photos is much more than just using the filter. The initial learning curve can be very frustrating. For example, there is no one answer to your exposure question - the variables regarding your camera's sensitivity, and the light conditions of a given day and subject will determine exposure. You will want to read up about exposure techniques and about post processing your IR pictures in Photoshop.
While experimenting with the special effect can be fun, to really develop as a photographer you will want to master the basics of standard color.
