Well, maybe not quite. But it's warm enough.My neighbors' dog, Cashmere. I filled the bowl with water.

Hate to see a dog tied but sadly it is necessary in some places.Glad you gave it water though.
Love this though... Definitely looks guilty of something. Perhaps peeing on the barbacue? Such lovely light tones in this and yet nothing is lost.

actually you can call spca or even animal control on them .. otherwise your a great person for give her water and if possible just do your best to make sure she has some... but see if you can call someone about hat because thats blatant animal cruelty... sorry im a vet tech so i tend to push these things but i love the pic too lol.

I'm keeping an eye on her. I already had to call 911 because they left her in a closed car on a somewhat warm day for almost an hour and a half (I checked by going to my own car -- it was too warm). His actual owner is very cool and even thanked me for calling 911 even though he got in serious trouble for it. The problem is his girlfriend/wife/baby-momma/whatever. She hates the dog. Next time I see some serious neglect or abuse, Cashmere won't be returned to them.
As of this moment, Cashmere is feeling better and happily inside the home. I'm optimistic.

She's my buddy. I can't do much for her, since she's not my dog, but pats on the head and water can't hurt.

According to the sensor I have out on the ("porch"?), it was 90F with 40% relative humidity. All and all not too bad (but I wouldn't want to ride a bike). I found out the reason they've had her outside so long is because she's having girl-issues. So she's not having a good day.
